5/05/2008 :- MEETING WITH CGM,QA,CIRCLE :-  CS,Com Meenakshi ACS,Com Baichwal DS and SNEA leaders Com A G Kudagi, Com Nagaraj DS and Com Dinakaran DP met CGM,QA. Shri Mishra GM(HQ) was also present in the meeting. Meeting lasted for one hour. We  discussed the following issues.1)Calling volunteers among JTOs/SDEs/DETs for transfer and  posting in territorial Circles :- lot of discussion was taken place on this issue. We informed that if the staff is surplus, no retrench of staff form QA Circle should take place due to increase in work load of Mobile and CDMA shortly. On the other hand, they may try for sending to territorial Circles on deputation basis in un-avoidable condition. Circle Administration (CA) assures to look in to. 2)Review of CACT :- CA has suggested to bring concrete viable  proposal if any  to us. 3) Filling up of post of  DGM(QA) on local officiating basis instead of look after arrangement:- Order will be issued immediately after receipt of vigilance clearance from CO 4)Cancellation of Transfer order of Shri A K Dhar DET Chandigarh to N.Delhi :- CA assures to look in to. 5)Consideration of request transfer of Shri M V Angadi DET Mumbai to Bangalore:- CA assures to look in to 6)Consideration of request transfer applications of Shri D Tippeswamy SDE QA Bangalore and Shri Khavasi JTO and others to Karnataka Circle without substitute. CA agrees .

05/05/2008 :- MEETING WITH GM(ADMN),KTK,CLE-  We met and discussed the following issues 1) Relieving of SDEs who are under transfer to NE & J&K Circle :- We have requested him not to relieve SDEs as matter was taken up with Dir (HRD) by the UF and we are expecting direction from CO to CGMs shortly. We have also informed that most of them are under promotion list from SDE to DE adhoc which expected by this month end. Many of them  have not completed 3 years at the station due to intra Circle transfers as per the guidelines. Circle Administration was responded well and asked us to get a direction as early as possible. 2) Reviewed all the issues mentioned in our letter dated 21/04/2008.3) Promotion of JTOs to SDEs on local officiating basis:- He assures to look in to. 

28/04/2008 :- GB METING OF QA DOORVANINAGAR DVN:-  CS attended and addressed the GB meeting and discussed about  transfer issues, local problems and Central issues. Com R G Sali DET presided over the GB meeting and addressed the gathering. Com B R Padaganur DF welcomed and addressed the GB meeting.

23/04/2008 :- CS met GM(Admn) and discussed the issues raised in the letter submitted to CGM,KTK Circle on 19/04/2008. GM(Admn) assures to look into as early as possible.

08/04/2008 :- MEETING WITH GM (Admn), DGM(Staff), AGM(HRD) KTK  :-  We met GM(A), DGM and AGM were also present in the meeting & conveyed our sincere thanks to Circle Administration for considering our views on request transfers (without Categorizing) discussed in the formal meeting held with CGM,GM(A) on 29/03/2008 .We conveyed our resentment for transferring more no. of SDEs from Belgaum,. We have requested to review the policy and reduce nos. from Belgaum.GM agrees to look into  ii) Considering request transfers of SDEs /Adhoc DETs (left out cases)  GM agrees to look into  iii) Considering modifications/ cancellations of  transfers of SDEs  GM agrees to look into  2) Consideration of request transfer of JTOs  who have completed 2 years as on 31/5/2008  - GM agrees to consider and directed AGM (HRD) to put up the file immediately 3)Time bound promotion of PA/PSs - we strongly protested -GM informed that file received from Finance  sent to CGM for approval .4) Time bound promotion of JTOS/SDEs/DETs(Left out cases) - We strongly protested for too much delay - GM informed that scrutiny of SDEs is over. DPC will be held very shortly .5)Time bound promotion of JTOS/SDEs of Civil wing - We strongly protested for delay -GM informed that CGM has approved & orders will be released by this week end. 6)Time bound promotion of JTOS/SDEs of Electrical wing (Left out cases)-  -GM assures to look into 7)Promotion from TTAs to JTOs on officiating basis - We thanked for releasing order as promised. 8) Promotion to DET on officiating basis (left out and reverted cases recently) - We thanked for releasing order as promised. 9) Reliving of SDEs who have transferred to Data Network Circle :-We strongly protested for not relieving SDEs from BGTD. GM  spoken over phone to BGTD for relieving them without further delay.

29/03/2008 :- MEETING WITH CGM,KTK  :- Com R B Athani OS (South) CHQ, Com S Anandakrishnaiah President, Com M N Ramakrishna VP Mysore, Com H Y Andeli CS, Com K R Idli FS, and Com Meenakshi S ACS, had formal meeting with CGM. Shri Chandramouli GM (Admn) was also present in the meeting. Meeting lasted for 2 hrs and 30 mts.Discussed as follows 1)No Categorization of request Transfer Applications -CGM agreed  to not categorize request transfer applications .All request transfer applications who have completed two years of service as on 31/05/2008 will be considered.2) SDEs opt for a particular SSA priority will be according to the stay in the SSA but not seniority in the All India seniority list of SDEs- CGM  not agreed,But we have protested and told that it will violate BSNL transfer Policy and it will be taken up with BSNL CO. 3)Consider requester transfer of JTOs/SDEs/DETs who is having less than two years of Service- CGM not agreed.4) Consideration of request transfer of JTOs  who have completed 2 years as on 31/5/2008  - CGM agrees to consider 5)Time bound promotion of PA/PSs -we strongly protested -CGM informed that DPC is already completed and it will be issued very shortly.6) Time bound promotion of JTOS/SDEs/DETs(Left out cases) - We strongly protested for too much delay - CGM informed that DPC for DET is already completed and Orders issued on 27/03/08 and for other cases will be completed as early as possible.7)Time bound promotion of JTOS/SDEs of Civil wing - We strongly protested for delay -CGM informed that CE(C) has been called for  for clarification.After clarifications, orders will be issued Promotion from TTAs to JTOs on officiating basis - CGM informed that  it will be issued on 31/03/2008.8) Promotion to DET on officiating basis (left out and reverted cases recently) - CGM informed that  it will be issued very shortly.9) Chickmagalur declaring as Tenure Place :- We have requested to him to fill up all the vacant posts of SDEs.  - CGM agrees to consider as Tenure place and agrees to fill up all vacant posts. 10) Reliving of SDEs who have transferred to Data Network Circle :- CGM informed that  relieving of  SDEs  will be ensured on or before 31/03/2008.11) Transfer of SDEs from RTTC :- We pleaded not to disturb SDEs from RTTC until filling up of all vacant posts due to increase in work load. Options may be called for if any move to transfer SDEs from RTTC. CGM agrees to look in to.                                         

12) INTER CIRCLE TRANSFER OF 34 SDEs(TELECOM) :-We have conveyed our serious  resentment to CGM for transferring large nos. of SDEs from Karnataka Circle compared with other Circles. Regular intra Circle transfers about 150 to 200 were issued every year.Large nos. of Posts of SDEs are vacant. During 2008-09 ,13.5 lakhs Mobile lines  and large no. of Broad Band connections are to be provided . in view of the above ,We have pleaded CGM to take up with BSNL CO to cancel the Transfer order or reduce the Nos. .CGM agrees to take up the issue with BSNL CO.

24/03/2008 :- MEETING WITH GM (ADMN), KARNATAKA CIRCLE :- We met GM(A) and discussed as follows :-1) Karnataka Transfer Policy :- We informed that AIBSNLEA  rejected Karnataka Transfer  policy. AIBSNLEA will resort for organizational action  if Circle Administration is not considering request transfer applications of the Officers who have completed two years of service as per their stay in that SSA without categorizing SDEs  ii) SDEs opt for a particular SSA priority will be according to the stay in the SSA  but not seniority in the All India seniority list of SDEs iii) Consider requester transfer of JTOs/SDEs/DETs who is having less than two years of Service . iv) Consider registration of request transfer applications after six months of  their joining in the new station. GM assures into look into. 2) Consideration of request transfer of JTOs who have completed 2 years as on 31/5/2008 - GM agrees to consider 3) Consideration of request transfer of SDEs  who have completed 2 years as on 31/5/2008 and promoted as DET on adhoc basis - GM agrees to consider 4) Time bound promotion of PA/PSs -we strongly protested -GM informed that DPC is already completed and it will be issued very shortly.5) Time bound promotion of JTOS/SDEs/DETs(Left out cases) - We strongly protested -GM informed that DPC for DET is already completed and it will be issued today itself and for other cases will be completed as early as possible.6) Promotion from TTAs to JTOs on officiating basis - GM informed that  it will be issued very shortly.7) Promotion to DET on officiating basis (left out and reverted cases recently) - GM informed that  it will be issued very shortly.

14/03/2008 :- Congratulations ! Open session on occasion of holding CWC at Hebbar Sreevaishnav Sabha, Majestic, Bangalore was conducted in very  very grand manner. 12/03/2008 :- Meeting with Director(HRD) :- Com GS,CS and Com Nagangouda ,Com Suryakant Rao,Com Sharma JTO(offtg)  and others met Dir(HRD) apprised and submitted memorandum about one time regularization of JTO(Oftg) into JTOs.He has asked GS to meet in Delhi in this regard.

11/03/2008 :- A large gathering (more than 150 ) of JTOs (Oftg) from TTAs have attended Spl.GB Meeting on 11/03/2008   at the Auditorium, 6th floor, Telephone House, Rajbhavan Road, Bangalore -1. Com Prahlad Rai, GS, Com K Satyanarayana Pres. Com. S Ananda Krishnaiah CP, Com M N Ramakrishna VP and Com H Y Andeli CS attended addressed the gathering. Large no. of JTOs have asked the queries to GS and GS replied all the queries to their satisfaction.Com Prasad JTO(Oftg) compered the Spl.GB Meeting.

So, We have requested to defer this order till issue of  promotion order of 1200 JAOs/AAOs to AOs which is expected very shortly. He assures to look into.

20/2/2008 :- MEETING WITH CGM,KTK CIRCLE ON MOBILES :- CS,FS and Shr Vijayakumar DGM(Mobiles) and Shri Govind Gudi FS,SNEA and Shri Raghunandan, SDE,Mobiles,Mysore,SNEA had formal meeting with CGM.GM(A),Shri Arun Kumar GM(Dev) ,Mobiles and Shri Mani GM(Oper) Mobiles were also present in the meeting. Meeting lasted for 1 and 1/2 hrs. We expressed our concern about bifurcations of the Mobile staff in to Development and maintenance which will have impact on services of Mobiles due to Man Power shortage and other mobile field problems. CGM has opined that it will be studied and reviewed if any problems arises due to this new arrangement.

16/2/2008 :- CEC MEETING OF KARNATAKA CIRCLE HELD AT SHIMOGA : - CEC meeting held at Hotel Samrat Ashok on in very grand manner on 16/02/2008.All Districts/Divisions  except Gulburga, Bellary and Dakshin Kannada have attended. Com R B Athani OS(South) ,CHQ attended and addressed. He answered the queries raised by the Members. Com Anandakrishnaiah Pres presided over and conducted proceedings. CS placed Circle report and replied queries raised by the members.Com H K Nagaraj DS Shimoga welcomed and Com R B Puranik delivers Vote of Thanks. Thread bare discussions took place on 1)shortage of stores like IFWTs, Power Modules, Line/Control Cards, Vehicles, etc.2) Non availability of tenders for laying cables in some SSAs,3) un-manned Exchanges . Members have also shown their displeasure for 1)Not considering request transfers of DETs who have served more than 2 years, who are having less than two years of Services. not considering  officiating arrangement in DGM cadre of Finance and Accounts. 15/2/2008 :- GB MEETING OF SHIMOGA DISTRCIT :- A Very big gathered GB Meeting was held at Hotel Samrat Ashok at Shimoga . CS, President and FS attended and addressed the gathering. A very good interaction with members  on field problems, shortage of materials ,laying of 5 pair cables. Com. Adhak CAO, DP presided over the function. Com H K Nagaraj DS placed district report. Com Shantaram DET gave vote of thanks. Meeting lasted for 3 hours.
